Where We Stand

Seven years of shipping inside Nepali municipalities taught us things that contradict the standard consulting pitch. We would rather say them out loud than win a project by agreeing with everyone.

“Digitising a broken process only makes it fail faster.”

Most failed govtech projects are well-built software wrapped around a workflow nobody fixed. We redesign the service first — who decides, what evidence they need, how long it may take — and only then write code. It is why our citizen charter work starts with a process audit, not a wireframe.

“AI belongs in the triage queue, not in the citizen's face.”

Nagarik Alert uses AI to classify and route more than 40,000 emergency reports a year to the correct authority in seconds. What it never does is answer the citizen on the officer's behalf. Automating the routing is a 90% time saving; automating the accountability is a liability.

“A pilot that can't survive a budget cycle is a demo, not a pilot.”

We ship idea-to-pilot in about 12 weeks, deliberately scoped so the system can be defended in the next fiscal review — real users, real data, and a running cost the municipality can actually approve. Pilots designed to impress a jury rather than survive procurement die on schedule.

“Nepali-language UX is a design problem, not a translation task.”

Running civic content through a translation layer produces interfaces that are technically Nepali and practically unusable. Form labels, date systems, name order, and the vocabulary of officialdom all have to be designed. Products built this way are the ones that get used past the launch photo.

“If your vendor can't hand it back, you don't own it.”

Lock-in is a business model for a lot of the industry. We treat handover as a deliverable: documented architecture, trained in-house staff, and the option to take the system in-house or to another vendor. Our consulting practice exists partly so clients can get an honest second opinion on a system we did not build.

2018

Founded in Lalitpur

Five founders — Yujesh Maleku, Subodh Rajbhandari, Naren Maharjan, Aswini Verma and Kshitiz Karmacharya — establish Alpas Technology Pvt. Ltd. on 11 September 2018 to build civic technology for the municipalities around Kathmandu.

2024

NASIT Award and national recognition

Winner at the NASIT Awards 2024 in the Government, Citizen Services & Digital Government category, and a National Finalist at the ICT Awards 2024.

2024

Regional stage at APICTA

Civic preparedness work, including Nagarik Alert, is nominated regionally at the APICTA Awards.

2025

Global nomination

The Ward App earns a World Summit Awards 2025 global nomination, alongside a second APICTA regional nomination.
