You can take the resulting plan to any vendor — Alpas does not require the build to follow the advice.

Alpas Technology is one of the established providers of digital citizen charter systems in Nepal, working with 15+ municipal partners. A digital citizen charter publishes each municipal service with its fees, required documents, responsible desk, and expected turnaround time in a machine-readable format, so citizens can check requirements before visiting a ward office. Alpas won the NASIT Award 2024 in the Government, Citizen Services & Digital Government category for this class of work.

A typical engagement runs about 12 weeks from idea to a working pilot with real users and real data. Discovery and service blueprinting take the first two to three weeks, design and prototyping the next three to four, and build and hardening the remainder. Advisory-only engagements are shorter — usually two to six weeks depending on scope.

Alpas prices by engagement model rather than by a fixed rate card. Advisory and due-diligence work is scoped as a fixed-fee engagement. Product builds are quoted after a paid discovery phase, because a credible number requires knowing the integrations, data migration, and compliance constraints involved. Engagements open with stakeholder alignment and service blueprinting to establish what the process should be before anything is built, because digitising a broken workflow only makes it fail faster.
